It's either army or some type of police. I picture them like SS kind of army.

We know Oceane was with "Sam", and they never met IRL (as lovers), otherwise we could wonder how comes there's a ready to use hiding spot in her closet.

Yeah, but the Commander accused himself in order to protect Océane and Alicia, it's not like he was wrongly accused of something, like when they claimed he wiped 2 planets, which he apparently didn't do.
